The IEEE Access, is a multidisciplinary, gold fully open access journal published by the Institute of Electrical and Electronics Engineers (IEEE). It continuously disseminates original research and development results across all IEEE fields of interest and is explicitly guided by the IEEE mission “to foster technological innovation and excellence for the benefit of humanity.” Articles are funded through article processing charges, reviewed under a binary peer-review process that provides authors with an accept-or-reject decision plus constructive feedback, and then made freely available to readers worldwide via the IEEE Xplore Digital Library.
Established in 2013, IEEE Access publishes peer-reviewed open-access content on a continuous basis and emphasizes applications-oriented and interdisciplinary work that cuts across traditional journal boundaries. Its scope covers all IEEE fields of interest, including electrical and electronic engineering, computer technology and related disciplines, and the journal hosts discipline-specific society sections and special sections aligned with IEEE technical communities so that researchers can publish in focused topical collections under a single, widely recognized title.
Many of these areas intersect with civil engineering practice on hydroelectric power plants, dams, pumped-storage facilities, and other large-scale infrastructure, where building information modeling (BIM), digital twins, and sensor-based monitoring are increasingly used to design, operate, and upgrade complex assets.
According to the 2024 Journal Citation Reports and 2024 Scopus citation data (released in June 2025), IEEE Access has a Journal Impact Factor of 3.6, an Eigenfactor score of 0.34597, an Article Influence score of 0.670, an Immediacy Index of 0.8, a CiteScore of 9.0, and a SCImago Journal Rank (SJR) of 0.849. The journal is indexed in major databases such as Science Citation Index Expanded (Web of Science), Scopus, Ei Compendex, Inspec, and others, and in 2015 it received the PROSE Award for “Best New Journal in STM (science, technology, engineering, and mathematics),” which highlights its standing in the global scholarly publishing community.
